2025 Sport Rules Process Now Open—Submit Your Proposals by 15 July 2025

Special Olympics is excited to announce the opening of the 2025 Sport Rules Process. This is a key opportunity for athletes, coaches, program leaders, and stakeholders to actively contribute to the evolution and improvement of our official Sports Rules.
We are now accepting proposals for amendments to:

  • Sport Rules Article I

What Are the Special Olympics Sports Rules?

The Special Olympics Official Sports Rules (“Sports Rules”) provide the framework and standards that govern how our sports training and competitions are conducted globally. These rules are designed to ensure that Special Olympics competitions are fair, safe, and in line with the best practices of the global sports community.

Each sport within Special Olympics follows Sport-Specific Rules which align with the rules of International Federations (IFs) or National Governing Bodies (NGBs)—with modifications where necessary to meet the needs of our athletes.

In addition, Sport Rules Article I sets forth the general principles and standards that apply across all sports. These principles are derived from the Special Olympics Official General Rules and provide important guidance on areas not covered in sport-specific rules.

Special Olympics training and competitions continuously evolve to reflect new practices, improved safety standards, and the feedback of our global community. Your insights and experiences are invaluable in helping us shape rules that are inclusive, effective, and grounded in real-world sport environments.

  • Winter Sport Rules are reviewed and updated after each World Winter Games.
  • Sport Rules Article I is reviewed and updated on an annual basis.

By participating in the 2025 Sport Rules Process, you can directly influence how Special Olympics athletes train and compete around the world.
